If you want to get your job board approved for using Google Adsense you need to be patient and do a few things first to get it rolling. Google is not going to approve it if you launch today and apply tomorrow.
I generally wait 3 months to submit it and before I do that I focus on creating original content. Google does not like sites that launch with duplicate content (just jobs) and apply right away.
So if you are backfilling that is not enough. You need to create some blog content (10-15 posts should do) so that the reviewer sees a site that is publishing content and not just trying to put ads on scraped job listings.
One of my sites, JobsWithRelo, just got approved;
I have placed two ad snippets…at the bottom of all pages and in the inline job search results. I don’t want to overwhelm the users with too many ads so I keep it to a minimum. There are no ads on top or the homepage. You only see them if you scroll around other pages.
To me, Adsense should be used sparingly on job boards but it is free money IF you have traffic. If you are just starting out I suggest waiting to implement it for at least 6 months while you concentrate first on building an audience.
