Every job board should have a newsletter. You should be touching your job seeker base at least once per month and your employers should get one as well.
Why?
A newsletter both reminds people you exists as well as driving traffic back to your site. If you aren’t maximizing the channel you already own (aka emails) you aren’t maximizing your marketing efforts.
