If a person is starting a job board should the sited be a country based job board from the start and later move on to targeting other countries jobs or should it be a global job board targeting audience from every country?

Start with your country first. I advise new job boards NOT to compete with the existing global brands who are already way ahead of you. There is no sense starting any kind of global site unless it is for a specific niche or industry that is currently underserved. Find a niche and stick to it.

I am thinking of switching to a new job board software platform and I’m concerned about how we can make a smooth transition so as not to alarm our users. We have 70K registered job seekers and 2,300 employers and I have no idea as to how we can import our existing data.

Changing software platforms for a job board can be tricky if not done correctly. You need to worry about maintaining any SEO traffic you have (such as maintaining URL structure), getting your data imported correctly and ensuring a proper communication plan to existing users. When it comes to importing old data most of my recommended software vendors do a good job of allowing you to easily import .CSV files with your job seeker and employer account data. Smart Job Board and Jobboard.io both allow you to import your own data from their admin dashboards. It is harder though to bring in over full resumes from my experience.
