Getting backlinks is a time proven way to rank higher in google. You can ask for them but you wont always get one. So when faced with this situation I usually refer to plan b, Paying for them.
Now our friends at the search giant dont like it when you pay for links but they cant really tell a paid backlink from a free one. So what I do is approach blogs who write about job hunting and proactively approach them with an offer like this;
Hi, I was wondering if I gave you $100 via Paypal today would you be willing to add my site to your blogroll?
It works like a charm and I have gotten several back-links doing just this. Its like offering them a reward to add the link quickly and get immediate payment. Just dont publicly mention it online, if google found out you could get dinged.

When you join it syncs up with your Linkedin profile and uses any links you might have in your profile. These links are “Do Follow” links and will count in your search engine ranking.
